Dublin City Council Launches Home Building Programme to Deliver 4,000 Homes across the City

Dublin City Council (DCC) today announced the launch of a significant programme to progress the construction of approximately 4,000 new homes on more than 30 sites across Dublin over the next four years. This initiative marks one of the largest direct build housing programmes undertaken by a Local Authority.

The programme will see DCC advance a range of council-owned housing sites, primarily through a Design & Build (D&B) delivery model. DCC is being supported by the National Development Finance Agency (NDFA). Housing contractors are encouraged to participate in this programme and work with Dublin City Council to deliver homes at scale and pace.

The DCC Home Building Programme will underpin the Council’s delivery of new social and affordable homes between 2026 and 2030, contributing significantly to the Government’s national housing plan, Delivering Homes, Building Communities. Funding for the programme is being provided by the Department of Housing, Local Government and Heritage.

A Prior Information Notice (PIN) for the programme was published on 4 March 2026, with further procurement details to be released in due course through eTenders.
